The phrasing matters because it describes the next phase of a war that has already passed several thresholds. US and Israeli forces began "major combat operations" against Iran on February 28; Iran closed the Strait of Hormuz in response; a Pakistan-brokered two-week ceasefire took effect on April 8 but has been violated by both sides, and the US Navy on April 13 began a full shipping blockade of Iranian ports that has since expanded to all cargoes deemed contraband [4][5].
