On March 12, 2026, a convicted ISIS supporter named Mohamed Bailor Jalloh opened fire in an ROTC classroom at Old Dominion University in Norfolk, Virginia, killing retired Army instructor Lt. Col. Brandon Shah and wounding two cadets. ROTC students in the classroom physically subdued and killed the gunman before police arrived, in what FBI officials called an act of "extreme bravery" that prevented further casualties. The attack — now classified as an act of terrorism — has raised urgent questions about how Jalloh, who was sentenced to 11 years for attempting to provide material support to ISIS, was released early from federal prison in December 2024.
