Tech Transparency Project investigations in January and April 2026 identified more than 100 AI 'nudify' apps across Google Play and the Apple App Store, with cumulative downloads in the hundreds of millions and over $122 million in lifetime revenue despite policies on both stores that explicitly prohibit them. The apps are published by a small cluster of companies in Hong Kong, mainland China, and elsewhere, marketed heavily through Meta platforms, and have been linked to school-level harm affecting an estimated 2.3 million U.S. high school students. Legal responses in the U.S., U.K., EU, and Australia are uneven — distribution is increasingly criminalized, but creation of synthetic intimate imagery remains legal in most jurisdictions.
