The scheme, which represents one layer of a broader sanctions-evasion apparatus involving ship-to-ship transfers, fraudulent flag registries, and oil blending operations, comes as a U.S. naval blockade imposed on April 13, 2026, has cut Iran's oil exports by roughly 70 percent and pushed the country toward a storage crisis.
