A congressionally mandated federal inspection of Camp East Montana in El Paso, Texas — the nation's largest immigration detention facility — found 49 violations of detention standards, including 22 related to use of force and restraints, failures to isolate a tuberculosis-symptomatic detainee, and gaps in suicide-prevention checks.
