A fast-spreading Ebola outbreak caused by the rare Bundibugyo virus has reached 344 confirmed cases across eastern Congo and crossed into Uganda, with the WHO declaring a public health emergency of international concern. The outbreak's expansion into territory contested by the Allied Democratic Forces — an Islamic State affiliate — and other armed groups has made contact tracing and isolation of cases, in the WHO's words, "nearly impossible," while the dismantling of USAID and US withdrawal from the WHO have left the international response with a fraction of the funding deployed in previous Ebola crises.
