While Beijing frames the law as promoting prosperity for all 56 ethnic groups, international human rights organizations, the U.S. Congressional-Executive Commission on China, and diaspora communities warn it will codify forced assimilation of Uyghurs, Tibetans, Mongolians, and other minorities — and extend China's ideological enforcement beyond its borders.
