China's National People's Congress is advancing a 62-article Law on Promoting Ethnic Unity and Progress that would enshrine Xi Jinping's vision of a unified "Chinese nation" into binding legislation, mandating Mandarin-language education from preschool and criminalizing vaguely defined threats to "ethnic unity." While Beijing frames the law as promoting prosperity for all 56 ethnic groups, international human rights organizations, the U.S. Congressional-Executive Commission on China, and diaspora communities warn it will codify forced assimilation of Uyghurs, Tibetans, Mongolians, and other minorities — and extend China's ideological enforcement beyond its borders.
