Nigeria has summoned South Africa's acting high commissioner over a fresh wave of xenophobic violence that has killed at least two Nigerians and four Ethiopians, looted foreign-owned businesses across multiple provinces, and drawn condemnation from Ghana, the African Commission on Human and Peoples' Rights, and the United Nations. The crisis reprises a pattern stretching back to 2008 in which diplomatic outrage, minimal prosecutions, and entrenched South African unemployment have produced recurring violence against African migrants with little accountability.
