Between 2009 and 2023, the RSPB documented over 1,500 confirmed incidents of illegal raptor persecution in Britain, with 75% of convicted offenders linked to the gamebird shooting industry. Despite legal protections, hen harriers, red kites, and other raptors continue to be killed at rates that suppress populations to roughly a quarter of their ecological potential — while prosecution rates remain vanishingly low and England still lacks the vicarious liability legislation Scotland introduced in 2012.
